This letter accompanied Juliette Low's 1916
passport application. It was written by her brother. Dear Sir: Referring to the Department of State
Communication on the subject of application for the pass-port made
by Mrs. Juliette Magill Low, I beg to state the following facts: Mrs. Low is my sister, she is a widow who lost
her husband in 1904 and she has attended to her own business affairs
since his death. She resides part of the time here and part of the
time in England. When she is in America she resides with my mother,
Mrs. Nellie K. Gordon. In May she received a notice from her solicitor
in London Sir George Lewis Bart informing her that the tenant of her
London house was going to repudiate her lease and sub-let her house
to some unknown party. The money from the rent of this house is one
of the largest assets in her income, and she feels that her personal
supervision is needed to adjust this business. If necessary, she can
get Sir George Lewis to cable to that effect. Mrs. Low as you probably are aware is the
President and organizer of the Girl Scout Movement and is therefore
well known and could be identified by such representative citizens
as Admiral Richard Wainwright and the Honorable Wayne Parker, member
from New Jersey, who both reside in Washington. Under these circumstances I hope there will be
no difficulty in the pass-port being sent to her, but if further
documentary evidence is necessary please notify me, and I will
arrange that Sir George Lewis shall communicate with you and
